Аннотация
Данная статья анализирует возможности повышения прозрачности государственного управления и снижения уровня коррупции посредством организации государственных реестров на основе технологии блокчейн. Цель исследования заключается в оценке потенциала технологии распределённого реестра для решения системных проблем централизованных реестров, таких как манипулирование данными, низкий уровень ответственности и ограниченные возможности аудита. В работе использована методология качественного анализа, основанная на сравнительном изучении международного опыта и научных публикаций, посвящённых цифровому управлению и внедрению блокчейна в государственном секторе. Результаты показывают, что технология блокчейн способствует укреплению целостности данных благодаря неизменяемости записей, децентрализации и механизмам криптографической верификации, что позволяет существенно снизить риск несанкционированных изменений и коррупционных практик.
